Arts Advocates to Join Senator Portantino to Urge Governor to Sign SB 1116
California legislators, artist labor unions, performing arts employers, arts advocates, and Hollywood stars will be come together during a press conference to urge Governor Gavin Newsom to invest in arts jobs and prevent the demise of more non-profit performing arts organizations by signing Senate Bill 1116 into law. SB 1116, which was authored by Senator Anthony J. Portantino to establish the Equitable Payroll Fund for the nonprofit arts sector, passed out of both houses of the Legislature and is heading to the Governor’s desk for signature.

What Is
The Performing Arts Equitable Payroll Fund?
Signed by Governor Newsom in 2022 into law, SB 1116 establishes the Equitable Payroll Fund (EPF), a grant program designed to support Small Nonprofit Performing Arts Organizations (SNPAOs) – and workers directly – by providing substantial reimbursements of payroll expenses.
This program, which remains unfunded, will support jobs for anyone hired as an employee by a SNPAO, including both production and non-production employees and administrative staff, not unlike the Payroll Protection Program and similar Federal and State relief efforts.

SB 1116 was authored by California State Senator Anthony Portantino, and co-authored by Senator Susan Rubio and Assemblymember Miguel Santiago.
